Pal Park
Migrate from the GBA into Generation IV.
Pal Park is an in-game area in the Generation IV games that imports Pokemon from a Generation III cartridge slotted into the bottom of a Nintendo DS. It is strictly one-way: once a Pokemon migrates, it can never return to the GBA game.
You migrate six Pokemon at a time. After sending them, you walk through Pal Park and "catch" each one in a mini game. Held items are removed during migration. This method requires an original DS or DS Lite, because those are the only systems with both the DS card slot and the Game Boy Advance cartridge slot - the DSi and 3DS dropped the GBA slot entirely.

Insert your Generation III game into the GBA slot of a DS or DS Lite, and the Gen IV game into the DS slot.

In the Gen III game, choose to send Pokemon via the migration option (you must have beaten the Elite Four).

Select six Pokemon - this is permanent.

Enter Pal Park in the Gen IV game and catch each migrated Pokemon to add it to your party or boxes.
